| 4 | The Project will develop and implement a Worker Accommodation Standard consistent with national regulatory requirements and international good practice, including the IFC/EBRD Guidance Note on Worker Accommodation (2009). The standard will define minimum requirements related to space, amenities, safety, hygiene, and living conditions, and will be applied to the assessment and approval of all worker accommodation facilities used for the Project. Procedures will be established for the inspection, monitoring, and periodic auditing of worker accommodation facilities to verify compliance with the standard and to address identified non-compliances in a timely manner. | 5 | The Project will establish and implement minimum labor and working condition standards applicable to all contractors and subcontractors in accordance with IFC Performance Standard 2. This will include the development and implementation of contractor labor management requirements and a Contractor Worker Induction and Code of Conduct program requiring all subcontracted workers to receive training on key labor and human rights topics, including prohibition of recruitment fees and deposits, prohibition of confiscation of passports or personal identification documents, provision of written employment contracts in a language understood by the worker, explanation of basic terms and conditions of employment and labor rights, and guidance on respectful behavior in the host community. | 7 | The Project will strengthen community grievance and safety measures in accordance with IFC PS4. In particular, the Project will ensure that all worker accommodation sites have an accessible grievance mechanism for community members: information on how to submit complaints or concerns will be clearly posted at camp entrances and communicated to neighboring communities (as part of SEP). Additionally, a dedicated channel for reporting gender-based violence (GBV) or sexual harassment complaints will be established. This GBV reporting mechanism will be confidential, survivor-centered, and allow for anonymous reporting. The Project will implement procedures to handle such grievances sensitively and in coordination with appropriate authorities or support services. Relevant staff will be trained in managing community grievances and GBV reports.
