The activities conducted at TCQ?s specialized container terminal will primarily focus on the handling of containers. The terminal will not be providing services to ships, such as solid and liquid waste removal, vessel repair and maintenance, vessel fueling, freshwater etc. which could be provided by EPQ. Maintenance conducted within TCQ?s specialized container terminal will be limited to services provided for cranes, generators and other on-site equipment. The Ship-to-Shore (STS) cranes will be electric, and the rubber tyred gantry (RTG) cranes will be operated with diesel fuel, which will be stored in dedicated aboveground tanks with secondary containment. The Project will connect to the existing power grid through a new 69kV line (constructed by TCQ) of 600 meters within EPQ?s premises. Two electrical substations will also be located on the premises; one of the substations will be dedicated to the approximately 15 percent of cargo that will be in refrigerated units. Greenhouse gas emissions will be monitored. Good International Industry Practices (GIIP) will be followed for waste management and disposal and will be detailed in the EHS Management Plan. Solid waste collection and disposal will be provided through the same company providing services to EPQ, which is also licensed to collect recyclable material (e.g. plastic, aluminum, glass, paper, packing material). The solid waste management provider is screened by EPQ to ensure that it is complaint with national regulations. The company will be constructing two WWTPs ? one for industrial wastewater and the other for sanitary wastewater ? and will comply with national requirements and applicable WBG EHS guidelines. Treated effluents will be discharged to the sea. Stormwater in the washing area will be treated through the industrial WWTP. Stormwater elsewhere on the site will be treated through physical separation before discharge in compliance with national requirements. Drinking water will be provided to workers through water bottles. Other potable water (such as shower water) will be provided through the connection to the EPQ water grid. Environmental monitoring is described in the sub-section above on ?Monitoring and reporting?. Containers transporting hazardous materials will be stored in a dedicated area. There will be special procedures in place for managing such containers. The company will also be developing procedures to manage hazardous waste such as spent solvents, waste oil and oil rags, empty paint cans and used lubricating oils. Hazardous waste will be stored in a dedicated facility that is paved and bounded. EPQ contracts a third-party waste supplier to collect hazardous wastes that will also be used by TCQ, if compliant with company?s policies and procedures. Other than the berth itself, no other in-water structures will be developed as part of the project (i.e., no breakwaters). Dredging to a depth of 12.5 meters during Phase I will take place only in the berth pocket. Capital and maintenance dredging volumes as well as dredge methods will be determined once the dredge contractor has been selected. Although private port operators are not required to hold a dredge permit within EPQ?s concession area, sediments will be characterized by TCQ before disposal and sediment testing will take place during each (major/minor) maintenance dredging event, which will likely be every five years given a low existing rate of sediment accumulation. EPQ conducts maintenance dredging in the port basin and in the immediate access channel, just beyond the existing breakwater. The first capital dredging event took place in 1983 (with 4.5 million cubic meters) and there have been three major maintenance dredging events since that time.
